The Wikimedia movement should establish notices reaching the general readership on Wikipedia and other projects to promote real life events of a local character, for the purposes of furthering interaction with the general public, the growth of real world volunteerism and the development of chapters.

Assertion and background information
The Wikimedia movement should enable nonmembership structures such as university departments to serve in the chapter role in countries where it is difficult to form a legal nonprofit, for the purpose of furthering Wikimedia chapters and local activities throughout the developing world.
