Summary
We want to open up the pedia to more editors and make the pedia more open to editors on dialup connections. Currently editing sections is only possible if you have an account, enabling IP editors to do so would increase IP editing.
Proposal
On the English Wikipedia reset the flag that would allow IP editors to edit sections.
Motivation
This would make the pedia more open to editors, especially new editors and editors with dialup connections such as in many third world areas that we currently don't serve well. Editing sections is much more practical when you have a slow connection.
This has been considered in the past but fear of extra vandalism precluded it. As we now have abuse bots to deal with most of the vandalism the time has come to review the decision.

Can this not be done in the same month as flagged revisions starts.
Potential Costs
Nominal as the software already exists.

- What on earth prevents dial-ups from having accounts? They can create user-names just like anyone else. --SVTCobra 00:47, 27 August 2009 (UTC)
- dial-up IPs aren't prevented from having accounts, but dial up IPs without them will have difficulty making their first edit if they try a large article. Maybe we should add the ability to edit sections as a reason to create accounts, but if we want to be open and get new editors to create accounts we need to make it easy for them to make their first edit. - As far as I understand, the reasoning for not having "edit section" buttons on sections when not logged stems from the assumption that most IP users don't want to edit, and therefore an edit button would only crowd the screen and get in their way. That said, I think this is a very good idea, although your title is a bit misleading (it implies that certain sections are protected from editing by IPs, which is not the case except for protected articles, in which the whole article is protected.)
