Summary
Closed authoring groups for Wikibooks and Wikiversity resources.
Proposal
Closed authoring groups means that resources would be access restricted and a user would have to apply for membership before being able to edit resources belonging to a closed authoring group. Wikibooks and Wikiversity are not Wikipedia and the demand for a motivation to start editing a resource without an account is sufficiently addressed by resources that allow editing. There doesn't appear to be a reason to deny closed authoring groups where the members of a group ask for access restrictions.
Group members and/or administrators could be mandated (depending on the project) to maintain access control lists editable as wiki pages. Administrators could, of course, be able to edit resources in spite of access restrictions.
