Proposal
Define something like core wikipedias (reference wikipedias or exemplary wikipedias, written in a main language, which has many second language speakers) and transfer mediawiki-knowledge (how to write templates, tools, translate help-pages on meta, etc.).
Motivation
The English language predominance in parts of the world is a fact. But I remember when I looked into the sah:wikipedia I thought that the people there should read and write Russian as the first foreign language (not English). Maybe we could define something like core wikipedias, similar to the en:Wikipedia. That would be ru:Wikipedia, mandarin:Wikipedia and maybe hindi. In Africa those core wikipedias would be the French and the English WP. (The core-concepts don´t seem to function in Africa) We could help there with a task force that transfers mediawiki-knowledge (how to write templates, tools, translate help-pages on meta, etc.) and from there the mediawiki-knowledge could move further along. These wikipedias could function like the en:wikipedia today as a starting point for writing wikipedias, wikinews, etc in different mother languages.
