Proposal:Don't "bite" campaign

Summary
As you may know, there are less and less people who come to wikipedia.[note 1]. Well, I think that I know what is happening. There were some newcomers that came to me at en.wiki; Asinthior, and an IP. The IP was 67.127.100.144. They talked to me about it. Now I am proposing it here. I am saying "bite" on the title because on en:wiki, there's a page called Wikipedia:Don't bite the newcomers.
Proposal
My proposal is that we do an campaign to promote more civility towards newcomers. Newbies come here, they do not know all rules and they don't know better so they get screamed at and after, they leave. We need newcomers. Maybe give special barnstars to people that work especially hard.
Motivation
It's that there are less newcomers and we need them.

Potential Costs
Well, the barnstars are voluntary work but the coding, hmmm, well we could just get the code from another campaign and change it for this.
