Proposal

Advertise the writing of new articles and improving existing articles offline and simplify the transfer from offline to online in countries where few people have flat rates.

Motivation

There are countries where few people have their own computer with internet connection. There are, however, Internet cafés. What distinguishes the writing of articles on your own computer with a flat rate from writing in a Internet café? Time is money. Therefore writing articles online is expensive.
