Summary

Active wiki users in each local must be organized to promote wikimedia's objectives.

Proposal

Whenever a minimum number of active wiki users from a particular local have been established, say at least 15, they should be alerted to gather themselves into a community of knowledge promoters.

Motivation

The aim here is to be able to monitor and evaluate the success of wikimedia's projects in specific areas towards targeting more specific community needs. This involves putting wikimedia in its proper context.

Key Questions

Who may initiate such call for organizing knowledge workers? What form of organization will the community be? How will it operate?

Potential Costs

Initial organizational expense will be borne by the volunteers themselves. As specific community targets are implemented, like targeting street children or out of school youth to use wikimedia projects, the foundation should make provisions.
