Summary

Like it or not, a huge proportion of our users depend on closed source software like Microsoft Internet Explorer and other outside projects like fonts, codecs, and network protocol support which are out of our direct control.

Proposal

We should create an organized list of the bugs and feature requests for external projects which block or impede our ability to solve Foundation issues.

Motivation

We can organize votes, improved bug reporting, petitions, etc., in hopes of getting other organizations to help us support our users better.

Key Questions

Can the existing MediaWiki Bugzilla be used for this? If not, would a new Bugzilla instance do? Maybe just a project page with a big wikitable on meta?

What is the best way to spur other organizations into progress? Voting on bugs? Organized petition drives? Nicely worded official Foundation bug comments requesting higher priority? Cash bounty incentives?

Potential Costs

This shouldn't cost very much to set up, and can be organized and run by volunteer effort.

However, if cash "bug bounties" prove at all useful for these purposes, a limited amount of funding may be appropriate to be budgeted and apportioned by the Board or a Board-designated committee (recommend budgeting using median Board or appointed committee allocation preferences.)
