From the proposal: "This program can be ran on Windows platform". If you want to make it more free, why specify a proprietary platform? Forcing people to buy a particular product to use it does not make it more free. Further, software that is first written on a free platform tends to be very easy to port to a non-free platform, but software that is first written on a proprietary platform must be disconnected from all proprietary APIs before it can be ported to a free platform.
