Advocating for freer content is actually relevant to Wikimedia, unlike the political advocacy for a green agenda or net neutrality or what have you. But the Foundation could set the example by not running like scared rabbits every time the slightest deviation from a full legal paragraph is associated with released material. If it says "for public use" or "available for media use" then OK the community to use it with discretion! Instead the Foundation blocks it as a blanket policy regardless of case-by-case consensus. You might want to give an example of the incidents you refer to. I assume that your remarks relate to the English Wikipedia. In other languages the discussion about the Exemption Doctrine Policy is mandated to the chapters. What risks can be taken, depends on the applicable legislation.
